Notes On Illegal Surveillance And Organized Stalking

Since my children and I continue to find clear indications of the presence of large amounts of illegal surveillance equipment in our house and on our property on an almost daily basis (and are positive this equipment is still fully operational and functioning because of various acts and actions committed regularly by persons stalking us), I could go on documenting this here indefinitely as I’ve been doing in preceding posts. (I almost certainly will be returning to this at some point.) However, I believe, for various reasons, that now is a good time for me to pause and summarize what I’ve both found and documented so far, discuss what it means, and compare it with things I’m currently learning and hearing from other victims of organized stalking.

My children and I have been victims of organized stalking for twelve years (with no end in sight). The children are now young adults (all over the age of 18), but they were all underage victims for many years. We believe we are being targeted as part of a “Trammel” conspiracy (see my "Code Names" post from 9/28/09) in order to illegally obtain our house and land for development by physicians and other persons connected with our local hospital.

Most of the various kinds of stalking-related incidents committed against us could not possibly have been committed without the persons committing them having had access to extensive minute-to-minute knowledge of our whereabouts at all times plus knowledge of what goes on inside our house, on our property, and inside our vehicles. A few of these incidents might be considered coincidental, but thousands of them, committed day after day for twelve years, are not. Because of this, we are positive that illegal surveillance equipment is installed in our home and vehicles and on our property.

Over the years, I have hired a number of private investigators (p.i.s) licensed with the Private Security Board (PSB) of the Texas Department of Public Safety (DPS) to find and remove this equipment and gather evidence to be used to prosecute individuals installing it and accessing information from it. These p.i.s charged me large sums of money for this but never actually did anything and also defrauded me in other serious ways. (I filed complaints with the DPS about this, but they refused to do anything.) Some of these investigators were (or claimed to be) former federal law enforcement agents and/or persons with close ties to federal agencies.

Because there were also clear signs that local law enforcement officers were involved in the stalking of us, I then hired Diop Kamau of the Police Complaint Center, a nationally know organization that’s linked to many respected law enforcement websites, to help me deal with the stalking and the illegal surveillance. Instead, Kamau also defrauded and victimized me. When I discovered this and confronted him, he began insisting that I allow persons in his employ to enter our home and remove some sort of equipment they’d installed, but he repeatedly refused to describe, list, or give me the locations of any of this equipment, so I refused them entry. Kamau then threatened us with an illegal invasion of our home by local police officers to remove the equipment (see “Illegal Surveillance, Part III”, posted here on 11/12/09).

I filed repeated complaints with the DPS, the FBI, and the U.S. Department of Justice (DOJ) begging them for protection, asking them to properly sweep our property for illegal devices and remove and prosecute for them, requesting that they prosecute the various other serious crimes committed against us (which I repeatedly submitted extensive documentation of), and more; I even personally visited the San Antonio FBI office three times. None of these agencies would do anything to help us. Sample responses I’ve received from them are posted here under "Today The DOJ Said" (12/4/10), "DOJ Civil Rights Division" (6/28/10), and "The DOJ Said" (9/19/09).

At the same time, local first responders had serious problems with missing, unaccounted for, or improperly used surveillance and other equipment, much of it purchased with federal grant money. (See, for example, my "Defibrillators" (10/7/09) and "Missing Equipment" (1/14/11) posts here.) Not long after the threatened invasion of our home, Brian Collister of WOAI reported on over $30 million worth of missing federal equipment, much of it sophisticated surveillance equipment (see “Illegal Surveillance Summary”, posted here on 11/17/09). Collister said he had turned a list of this equipment over to Rep. Lamar Smith, who promised to look into it, but as far as I know, nothing was ever done. It’s also important to note that there are companies located here that have federal contracts to manufacture some of this equipment.

Because I was not able to obtain any of the help we needed despite years of constantly trying, I was advised to start documenting what was being done to us and to others here on a blog, which was why this one was started. Eventually, the blog attracted international attention. It has been assistance from outside the U.S. that has enabled us to start locating and documenting the illegal surveillance equipment being used to facilitate the stalking of us, rather than U.S. help of any kind. That fact alone ought to cause every American citizen considerable concern and dismay!

The vast majority of the population knows stalking only as a one-on-one kind of criminal victimization and has trouble dealing with the concept of organized stalking, the idea that people can be (and are!) being deliberately stalked by large groups of people who are being given access to illegal surveillance of victims wholesale. It is my fervent hope that the things I’m describing, explaining, photographing, and posting here will go a long way toward educating the general public about what’s really going on. For example, the ways I’ve illustrated and explained that illegal equipment has been installed in and on our house alone require the involvement of skilled professional electricians, carpenters, construction experts, wallpaper and flooring installation experts, heating and air conditioning technicians, painters, electronics and telecommunication experts, computer experts, and more. There’s simply no way a single person could have this much expertise!

There’s no question about the fact that large numbers of people are currently participating in the illegal stalking, harassment, and victimization of others, both here and around the world. The question then becomes why. For an excellent discussion of this at the interpersonal level, please see "Science Is A Freedom" at the Medawar's Cornflakes blog (posted 12/14/08) and "The Culture Of Impunity" (posted here on 1/4/11). For views on how this fits into an historical perspective, please see “Empire Builders”, posted here on 10/30/10. As to why large numbers of people would knowingly and willingly access illegal surveillance of others (including young children), often in their most private moments, I direct your attention to the excellent book People Of The Lie, by the late F. Scott Peck.

This blog has brought me into contact with other victims of organized stalking from across the U.S. and all over the globe. One major trend that’s emerging as we compare notes is that victims commonly report being followed and/or stalked by either persons flashing law enforcement badges or persons who say they were asked to follow or commit harassing or illegal acts against someone by a person or persons flashing law enforcement badges and claiming to be law enforcement officers (often federal). U.S. citizens (and those of most other countries as well) should be aware that no legitimate law enforcement officer will ever do this, and that is someone ever asks them to do anything like this, they should refuse and threaten to call legitimate law enforcement—and then do it!. People also need to be aware that a high percentage of the time, the badges the people making these requests flash at them are fake (even though some of these are extremely realistic-looking). I have personally seen some of the people following me flash very official-looking badges at people, so I know for a fact that this is occurring. Several times, this happened to me at various post offices, after which the item I was mailing disappeared or was seriously tampered with.

Many victims of organized stalking also report the involvement of local law enforcement officers. A new trend that is developing, however, is the extensive involvement of “community policing” groups or organizations, some of which appear to actually be operating solely as a cover for organized stalking. (Comparisons with Nazi Germany here are encouraged!)

There’s one extremely important trend in particular that’s emerging as a result of my sharing information with other organized stalking victims that fellow victims must be made aware of. Many victims are reporting that their stalking began because someone powerful, wealthy, or well-connected badly wanted something they had. Usually, this is real estate, but sometimes it’s a spouse or significant other, assets, or something else that’s coveted. Often, the specific targeting day after day, plus the lack of help from authorities, combine to make victims believe that if they simply give up what is wanted and leave the area, the stalking will stop. When they do this, however, victims discover to their horror that their stalking not only continues, but actually worsens. This is because whoever is behind the stalking now both knows what “gets to” that particular victim and is anxious to silence and/or discredit the victim about what they know. (The “discredit” part is done by deliberately making others believe the victim is mentally ill. Please remember that it’s the stalkers who actually have the mental problems, not their victims!)

Here in Central Texas, by comparing notes with fellow organized stalking victim Dr. John Hall, I’ve been able to identify some of the individuals who’ve committed acts of stalking and harassment against us as members of what appears to be a major stalking gang out of the extended San Antonio area that’s run by one of the licensed p.i.s who defrauded me. This man is discussed as “P.I. #2” in my 3/25/11 post, “Who Lied?”. Although one San Antonio FBI agent personally told me P.I. #2 had once worked as an FBI agent and a second San Antonio FBI agent told Dr. Hall the same thing, so far no one that I’m aware of has been able to obtain confirmation of this in writing directly from Quantico. Regardless of whether P.I. #2 ever actually worked as a federal agent or not, he certainly has known close ties to the San Antonio FBI office, where I have every reason to suspect he might have been given improper access to classified information. According to Dr. Hall, P.I. #2 employs mainly extended family members of his and his wife’s to do the stalking, and I know that on one of my visits to the San Antonio FBI office to request help, these relatives of his were allowed to party loudly both in the lobby of the building and out in front of the building the entire time I was there. (When I was persuaded to hire him as a p.i. without realizing who he really was, he twice wore shirts belonging to one of my children to meetings with me and lied about where he got them!)

I’m told it’s very expensive to hire these gangs to stalk someone, so if you are a victim of organized stalking, it’s important to try to identify both the particular gang that’s stalking you and the person, entity, or organization that hired them. In our particular case, based on the many serious incidents we’ve documented in our logbooks over many years, we believe the expensive formal stalking gang out of San Antonio appears to have been hired in more of an “advisory capacity” and for specific incidents only. The more routine, day-to-day stalking of us seems to be done by locals whose services are likely either free or far cheaper. I do believe, based on comparisons with Dr. Hall and other victims (some of whom have also filed serious criminal complaints against this same gang that have also been ignored) that the San Antonio gang, with its known connections to federal law enforcement, is likely to have been involved with the installation of illegal surveillance equipment in our house and on our property. Interestingly, some of the known or suspected victims of this San Antonio gang are located in other states, meaning this particular gang has a reach that is well beyond Texas.

Now there are apparently new problems with the use of federal grant money in Texas; see the San Antonio Express-News article below). The statement about the DPS’s refusal to respond to requests for information about this is especially interesting. And this article further begs the question of whether any of the equipment sealed within the walls, cabinets, tile, porches, and elsewhere or installed or mounted in our vehicles and on our property was purchased with federal funds.

Reporting Police Corruption In The United States

By now, I believe the vast majority of Americans have come to realize that our nation is currently awash with crime. Whether it's organized, petty, gang-related, serial, white-collar, drug-related, etc., the fact remains that it's all rampant and largely unchecked. This simply doesn't happen when law enforcement is doing its job properly.

The problem of law enforcement corruption is not one of lack of knowledge; there are plenty of us citizens willing to come forward and report what we know in an effort to get needed relief from being victimized and make our homes, communities, and country safer. Instead, the problem is one of finding safe and reliable ways to give our information to law enforcement with the understanding that it will be treated seriously, used properly and effectively, and not be turned against us or others.

If you have information on corrupt American law enforcement officers, whether it's at the local, state, of federal level, there is an important new post you must see:

http://medawarscornflakes.blogspot.com/2010/11/bent-american-police-federal-agents-how.html

This post explains the current situation and problems with reporting corruption very well. It also gives step-by-step instructions complete with links to the proper ways to report your information that give victims the best chances for obtaining relief, given the current sorry state of U.S. law enforcement.

The article referenced above does an excellent job of evaluating the options for victims of law enforcement corruption who are desperately seeking help and relief. I have only a few minor additions to make that are based on my own personal experiences.

First and foremost, I need to underscore the conclusions reached in the afore-referenced piece. Do not under any circumstances turn to Diop Kamau and/or the Police Complaint Center for help! If you'd like confirmation of the fact that this is a scam, go to http://kamaudocs.blogspot.com, where you will find my entire criminal fraud and conspiracy case posted for your examination. My documents are posted in chronologic order starting at the beginning of the blog, and I recommend looking at them in this order for maximum shock value and understanding of how Kamau operates. At the end of the blog, I've included a number of sample comments and complaints from other victims as well.

If you're able to make it through all or most of my documents, you'll get a very clear sense of how my complaints and information were actively used against me and my children as I was being defrauded and stalked. You will also be able to see firsthand how I was increasingly victimized by law enforcement at all levels. Also notice that even after I posted proof of illegal surveillance by law enforcement (see "Illegal Surveillance, Part 4", posted here on 11/14/09) and a death threat received from an officer (see "Other Police Threats", posted here on 10/3/09), the U.S. DOJ still refused to do anything.

As I've noted previously in this blog, I have information on dozens of other people who've been victimized by Diop Kamau and the Police Complaint Center. These people turned to him in desperation for help in dealing with police corruption because they were unable to receive assistance elsewhere. Instead, they wound up being victimized twice: first by crooked law enforcement and then by Kamau and his associates. Many found Kamau through links from law enforcement websites, as I did, or through referrals from well-known agencies. For example, one woman was sent to the Police Complaint Center by the NAACP after her son was shot to death by a police officer; she was then defrauded out of several thousand dollars by Diop Kamau, who promised her legal assistance she never received.

I correspond regularly with many of Kamau's other victims, particularly the ones who are ongoing victims of serious cyber harassment, defamation, identity theft, and stalking as I am. In an effort to try and find out how many other victims there might be, one victim filed a freedom of information request with the FTC asking for copies of all complaints they had on file against the Police Complaint Center. He received over 30 pages of these, yet they did not contain complaints from many of the other victims we know about. One victim received an email from the Better Business Bureau of Washington, D.C. stating that Kamau had informed them he was shutting down the Police Complaint Center for good after he lost his investigator's license and received an "F" rating. However, his websites remain up and continue advertising for clients, and my fellow victims and I continue being contacted by new victims looking for help. Now one victim has learned that the DOJ may actually be providing Kamau with funding and is in the process of filing complaints and freedom of information requests in an effort to find out if this is in fact the case.

While I completely agree with the author of the above-referenced post in theory that it's important to complain to the DOJ in writing as the proper first step to take regarding reporting law enforcement corruption, I'm also painfully aware that as a practical matter, doing this first may not be wise for everyone. At the very least, it may be a waste of time and money, as I noted in my comment left at the end of the piece and as is shown by the response I received from the DOJ that's posted here on this blog under "DOJ Civil Rights Division" (6/28/10). In the worst cases, the information you provide to the DOJ may potentially used against you, as has happened to my children and me, because law enforcement corruption now goes so high. Each person will have to weigh their own situation carefully before deciding how to proceed.

In any case, I can recommend the British reporting link without hesitation. While it's a sad state of affairs indeed that we Americans are being forced to turn to other countries for the help our civil rights and tax dollars supposedly entitle us to at home, it's also encouraging to know there are places to turn where our information is treated with the care and consideration it deserves. It's a real blessing to realize there are others out there who are still serious about stopping crime and making our world a better and safer place.

Update:
The following important updated information has been published by the author of the link I referred to above:
"The official, but very long unmaintained, DOJ page on reporting police corruption, on the link above, has recently had all its content removed, although the link isn't totally dead.
This is probably a good thing, because it looks as if it were hacked several years ago, to include links to the bogus confidence trickster's site. A serious criminal offence was committed by whoever did that, although the DOJ was negligent in that it doesn't appear to have checked its own page between the last month of the Clinton Administration and the publication of this post, a decade later. It is unknown how many people have been conned in the meantime, or precisely when the DoJ page was hacked to include official-looking links to an entirely bogus site. Probably, some time after it became obvious to the conmen that nobody in the DoJ was maintaining the page.

However, the number "three hundred" tends to crop up in other cases involving pathological liars who are keeping a number of victims on a string, and it may be that this is the maximum number they can keep track of and string along at any one time. Scams with larger numbers of victims are done on a "fire and forget" basis."

Diop Kamau And Pre-Paid Legal Services

Another reason I hired Diop Kamau in 2006 and 2007 as explained in the previous post was because his policeabuse.org website stated that his company, The Police Complaint Center (PCC), helped victims of police misconduct find attorneys that were experienced at handling these types of cases. As detailed in "My Story" at the very beginning of this blog, finding proper legal representation for myself and my children had been a constant and severe problem ever since my husband suddenly left in 1999. At the time I hired Kamau, I'd already been outrageously conned and misrepresented by every lawyer I'd hired up to that time, and the State Bar of Texas had flatly refused to do anything about this. Earlier in 2006, I'd hired a new lawyer recommended by a well-known San Antonio document examiner with FBI ties (see "She Said", posted earlier), but I'd already wondered about some of the things this new lawyer had done and hadn't done. As I explained to Kamau, not knowing much about legal matters, I wanted a second opinion from his attorneys on whether we were being properly represented this time (see Doc.1 below).

On 2/27/07, I received a large packet of legal information in the mail from a company I'd never heard of called "Pre-Paid Legal Services". This packet contained a spiral-bound booklet containing a fill-in-the-blanks-type document to be sent back in for the making of a will and information on a "legal membership" that had been purchased by someone in my name (Doc. 2).

I knew nothing about this membership or who had purchased it, and I was alarmed by the fact that it contained implements for making a will and also that the envelope it came in had been originally addressed to my ex-husband's office; someone had then crossed out his address with a black marker, written in my address instead, and forwarded it to me. I immediately faxed Kamau a copy of this envelope and asked him if he knew what it was (Doc. 3). When I didn't hear anything back from Kamau right away, I also emailed him about the matter (Doc. 4, bottom). He replied that he didn't know anything about it and considered it a "security breach" (Doc. 4, top). He also said it indicated our house was bugged, and he began insisting that I purchase more services from his company (Doc. 5). Eventually, he emailed me that it was his own computer that had been hacked somehow in order to purchase the legal membership in my name but without my knowledge (Doc. 6).

After I discovered Kamau had conned and defrauded me and fired him at the end of June 2007. I contacted Pre-Paid Legal Services to cancel this membership (Docs. 7, 8, and 9). I also called their customer service line and spoke with a representative named Pam. She told me the membership had been purchased by someone named Diop Kamau from Florida using my name and my social security number (which I'd never given him). The membership had been paid for by a Bank of America account I knew nothing about. (Pam did give me the number of this account.) The notes I took during this and several other calls I made trying to obtain information are shown as Doc. 10 below. I followed up with Pre-Paid Legal a couple weeks later when I still hadn't received forms they'd said they'd be sending me (Doc. 11) and received an emailed response only (Doc. 12).

Later, I discovered Kamau was actually a commissioned sales agent for Pre-Paid Legal (Doc. 13), a fact he'd never disclosed to me. More recently, I found information elsewhere on the Internet saying Pre-Paid Legal Services is the subject of a federal and also various state fraud investigations (Doc. 14).

Gang Stalking And Diop Kamau

I need to start this post by providing some background information for the benefit of those who are not regular readers of this blog; I ask that the rest of you please bear with me.

Long before I knew what gang/organized stalking was, I was aware that my children and I were the victims of severe harassment involving local law enforcement officers, all of whom were close associates of my ex-husband’s. In particular, the local chief of police happened to be one of my ex-husband’s and his brother’s closest lifelong friends. Also, I’d heard various rumors for many years about the police chief’s possible involvement in the violent death of my ex-husband’s teenaged sister back in 1973 and/or a possible cover-up related to it.

During the summer of 2006, incidents of harassment directed at my children and me had been increasing in number and severity. There had also been increasing signs these incidents were being facilitated by the use of illegal surveillance involving local police. My complaints to the FBI and U.S. DOJ had been ignored, and I was desperate to find us some relief and protection, especially since a few of the stalking incidents had also involved the two former federal agents who had defrauded me.

One night at the end of August while I was doing some Internet research into resources for victims of corrupt law enforcement, I came across a link to the Police Complaint Center (PCC) at policeabuse.org on a respected law enforcement website. I clicked on this link and was taken to the PCC’s website where I read about their Emmy award-winning investigations of police corruption from around the country. I also read about the founder of the PCC, Diop Kamau, a former L.A.-area police officer.

I was impressed by what I read on the PCC website and the fact that the PCC had been recommended by a law enforcement site I respected, so I immediately filled out the PCC’s webform and submitted a formal complaint against local law enforcement that explained our circumstances. I also mailed the PCC copies of sample written documentation of our case.

Diop Kamau called me to say he’d looked into our situation and felt his company could help us file and document complaints in ways that would get results, such as filming me as I went to the station to file them and getting police responses on videotape that could be provided to local media if necessary. However, he said we needed help beyond what his tax-free organization could provide and said I’d need to pay travel expenses for anyone he’d send to help us. He also felt it would be necessary to secure our house and property thoroughly before any complaints were filed because he believed I’d be retaliated against and wanted to be able to collect evidence of this for a possible court case. He faxed me a contract and invoice for what he believed we needed, and I decided to hire him.

This was followed by months of Kamau’s saying I needed to purchase all sorts of expensive goods and services “in his professional opinion”. He also repeatedly warned me that we were in a great deal of physical danger and that he could not be responsible for anything that happened to us if I did not take his advice and purchase what he advised, which was very frightening. I trusted Kamau and dutifully did all that he asked, but gradually I began to realize I hadn’t actually received anything I’d paid for. Worse, the harassment by law enforcement officers, city workers, and others seemed to be getting worse instead of better.

Eventually, I discovered I’d been conned by Kamau and various associates of his. I confronted Kamau and fired him, at which point he and a man who worked for him named Greg Slate began to seriously threaten, libel, and cyberharass me. I immediately too copies of all the documents from my case down to the FBI office in San Antonio, but the agent I met with flatly refused to do anything to help me and would not even look at the documentation I’d brought, even though my case against Kamau was clearly federal (crossed state lines, involved loss of large sums of money, involved corrupt law enforcement, involved wire and mail fraud, and more).

The FBI agent advised me to hire a lawyer and sue Kamau, but I was unable to find anyone willing to take the case. Even legal assistance organizations flatly refused to get involved. Gradually, it became clear that, as with the other aspects of our case, I would not be able to find proper legal representation for this matter, either.

I was angry and appalled and anxious to keep others from being defrauded by Kamau, so I began filing complaints with the FTC, iC3, the state of Florida (where Kamau held a private investigator’s license), the Washington, D.C. OAG, and even our local D.A.’s office. ALL of these completely ignored my complaint, despite my providing detailed documentation of what had been done to me.

As soon as I started filing these complaints, Greg Slate (who’d been to our house several times, supposedly to install security equipment) began openly stalking us. It was clear he had access to illegal surveillance of us when he did this, because he always knew when we were leaving, where we were going, etc. At the same time, Kamau began trying to extort more money from me and threatening an illegal invasion of our home by the local police—the same ones he’d been hired to protect us from. Another employee of Kamau’s named Rob Jones emailed me back a copy of my private fax to an attorney just to let me know he’d illegally obtained it—and then sent me a death threat when I complained to the Texas Rangers, FBI, and DOJ. To my shock and horror, NONE of these agencies took any action at all.

Frightened and frustrated, I began appealing to various private organizations and agencies for help. When all of these also refused to do anything, I began posting some of the more shocking aspects of our situation online. Doing this escalated the stalking, harassment, and cyber harassment of us by Kamau, his associates, local law enforcement, and others, but it also resulted in other people who’d been seriously victimized by Kamau and various people working with him contacting me from all over the U.S. Many of their stories and documentation were strikingly similar to mine.

I began to correspond with some of the other PCC victims, and we began sharing our information on filing complaints, trying to hire lawyers or find organizations to help us, etc. As these other victims and I compared notes and information, it gradually became painfully clear that, for whatever reason, NO ONE was willing to do anything whatsoever to either help any of us in any meaningful way or stop Kamau and company from victimizing others.

I simply could not understand this total lack of response. Desperate to warn people about Kamau and the PCC, try to attract a lawyer into taking my case and possibly filing a class action lawsuit against Kamau and others, and hopefully shaming law enforcement into investigating and prosecuting Kamau, I made the difficult decision to post all of the significant documentation of my case against Kamau online at http://kamaudocs.blogspot.com. You can go there today and read the entire case for yourself. (For maximum shock value, I recommend starting at the beginning of the blog and looking at the documents in chronologic order.)

When even posting my case did not result in any relief of any kind for myself or other victims, it became clear that Kamau and his associates were benefiting from the same kind of extremely high-level and powerful protection others who blatantly victimize us enjoy. Since learning about gang stalking in recent weeks, and especially who’s behind much of it, it’s become obvious Kamau and his associates have close ties to these people.

My fellow victims and I have been fairly successful in warning people about Kamau and the PCC online and trying to prevent them from becoming new fraud victims of the PCC, despite experiencing severe cyber harassment, identity theft, libel, and defamation committed against us by Kamau. Kamau finally lost his Florida p.i. license, and Greg Slate was charged (but never even arrested, much less convicted) of impersonating a licensed private investigator in Florida. More recently, Kamau has taken steps to make it appear he’s having financial problems, probably to try and prevent lawsuits against him. However, he is still operating his policeabuse.com website and several others (although I believe policeabuse.org is now gone).

With what I’ve been learning recently, I now believe Kamau has been working for gang/organized stalking groups for some time to “supplement his income” and currently is probably working for these groups more or less fulltime. It appears he was already well-known to the people gang-stalking us at the time I hired him, as one person who left a comment elsewhere on this blog even admitted. As explained here earlier in “Gang Stalking Summary”, these groups are known to make extensive use of illegal surveillance to facilitate their stalking. On one of his websites, Diop Kamau even discussed the fact that Greg Slate has access to and frequently usese very sophisticated electronic surveillance equipment. While Kamau has been going to great lengths on the Internet recently to try and distance himself from Slate, all indications are that they actually continue to work together closely.

Judging by other information on them that has turned up on the Internet (some of which is also posted at my kamaudocs site), Kamau, Slate, and other associates of theirs appear to in fact be career criminals. Kamau even supposedly changed his name from Don Jackson in an effort to try and escape criminal charges and a criminal record in the past. All of these people continue to blatantly victimize innocent people in various ways while enjoying complete protection from law enforcement and the legal system because of whom they know and who they work for (see “Political Aspects Of Gang Stalking”). This is simply not acceptable in a supposedly free society where citizens expect to have basic civil and constitutional rights to things like privacy, proper legal representation, protection by (and from!) law enforcement, and proper treatment by public and elected officials.

Mysterious Deeds

My divorce was finalized in February of 2001, although my lawyer would not let me attend the hearing.

In April of that year, I received a packet in the mail from my lawyer that contained the first two documents shown above (two letters, one from my lawyer, and one from my ex-husband's lawyer) plus a number of copies of property deeds with vague locations and an unsigned quitclaim deed form. When I spoke with my lawyer about this, he said a mistake had been made with the paperwork involved in my divorce and I needed to sign the quitclaim form and return it to him. However, he would not explain the mistake or what all the enclosed deeds were, and I told him I could not sign the form until I felt I understood them. He told me he'd get back to me on this, but he didn't.

In June of the same year, I received the letter from my ex-husband's divorce lawyer shown here and marked as #2, along with more vague deeds. Again my divorce lawyer insisted I sign a quitclaim deed form, and again I could not get a straight answer to my questions about this. I made it clear to him that I needed a better explanation from him as to what I was signing before I could sign the document, and again he said he'd get back to me but didn't. As a result, I never did sign the quitclaim document.

In 2003 when I hired private investigator Ed Hodges, he, the lawyer he worked with in Dallas, and George Petrie, an investigator who worked for him, all told me repeatedly they'd found some sort of evidence of money laundering on the part of my ex-husband that was concerned with numerous deeds at the local courthouse; this is documented here by the last email shown here. These people too kept saying they'd tell me more later, but they never did. (They just kept charging me large sums for investigative work they said they were doing at the courthouse.)

Later, after I found out Hodges and his associates had defrauded me, I learned Petrie had been impersonating a licensed private investigator. I filed a formal complaint against him with the Texas DPS-PSB, but they refused to prosecute him. As with the file numbers in the previous post, I've never been able to get anyone else (lawyer or otherwise) to explain to me what the deeds were or why these two lawyers were so anxious for me to sign off on them. As you can see at the top of the document marked "1A" above, I even faxed copies of all of this to Diop Kamau after he said he worked with an attorney who could look at them--but he never got back to me on this, either.

Because I'm STILL unable to find proper legal representation, I still don't know what this was all about.

Kamau Statements

Here are some sample emails I received from Diop Kamau in 2007 that document what he was telling me. (Compare these to what he has posted on his website, www.policeabuse.com, and elsewhere on the internet!)

Illegal Surveillance, Part IV

After I faxed the personal injury lawyer and mass panic apparently erupted among Diop Kamau, local police, and my ex-husband as described in the previous post, two additional things happened: I received the email I believe was a death threat from Investigator Rob Jones as described in my 10/3/09 posting entitled “Other Police Threats”, and I received a second email, also from Jones, that is posted here.

This second email from Jones consisted of a page that appeared to be an eFax with two pages of documents attached to it. The eFax said it was from my correct, unlisted, phone/fax number—but I’ve never had an eFax account of any kind! (although at one point, p.i. Ed Hodges did try unsuccessfully to get me to set one up). Of even more serious concern was the fact that the two pages of documents attached to this were two pages from my private fax to the personal injury lawyer (discussed in the previous post) that I’d sent by regular fax. I’m absolutely positive about this because one of the pages has a handwritten notation I’d made on it right before I’d faxed it to the attorney.

I called eFax and verified that they had no account using my phone number, so the main emailed page has to be a fake eFax. There are only three possible ways I know of for Jones to have obtained the two pages attached to this email: either 1) the personal injury lawyer gave them to him without my knowledge or consent; 2) the lawyer provided them to someone else who sent them on to Jones, also without my knowledge or consent; or 3) someone illegally intercepted my fax. When I’d talked to agents at the San Antonio FBI office the previous summer after first confronting Diop Kamau (who told me Jones worked for him), one of the first things agents there said to me was that they were positive our phone and fax line was secure, which I remember thinking was odd, because they’d offered this information to me without my having asked for it.

My own personal opinion is that this email probably proves illegal interception of my private fax by law enforcement. In any case, I believe Jones brazenly emailed it back to me with the fake eFax just to let me know he had it because he and his associates were angry with me for having contacted the personal injury lawyer and filing a complaint with high-level state and federal law enforcement as shown by one of the attached pages. This email also reinforces the connection between Jones and Kamau, because as you can see, Jones sent Kamau a copy of it.

Diop Kamau originally told me that Rob Jones worked for him (Kamau) and was from Texas. Later, Kamau and others said Jones was from Kentucky, but I believe this may have been because Kamau and others were desperate to try and find a way to explain the Kentucky stamps on the back of my cancelled checks to Kamau as shown in my 8/28/09 “Check Connections” blog posting. (These stamps may actually link Kamau to my father, who lives in KY and has major ties to Philadelphia, the other location stamped on the check backs. The potential implications of this link are discussed earlier in my 6/29/09 “Family Business” post. My father is a known close associate of my ex-husband’s.)

I’ve heard rumors that Rob Jones actually works as an investigator for our local D.A., but no one will confirm this for me. (Am I surprised?!?) Note that I’ve been told repeatedly we need to go to this D.A.’s office both to file criminal complaints and to obtain various legal protections for both myself and my children. Also note that it’s this same D.A.’s office that is involved in the Shue, Dillday, and other notorious suspicious death cases.

Illegal Surveillance, Part II

In the fall of 2006, I hired Diop Kamau and his Police Complaint Center to help me deal with constant serious stalking and harassment problems my kids and I were having with local law enforcement (who are all close associates of my ex-husband; the local police chief is also a lifelong BFF of my ex-husband and his brother). My dealings with Kamau and various associates/employees of his are extensively documented at http://kamaudocs.blogspot.com.

By the end of June 2007, I was becoming suspicious of Kamau because he’d asked for and received large sums of money from me yet I had nothing tangible to show for this, and the harassment and stalking of us had become worse, not better. One day, as I was thumbing through an old local phone book, I discovered a listing for a “G. Slate” that I immediately realized might be for Greg Slate, an investigator Kamau had assigned to our case and sent to our home a couple of times. I realized that if Slate was local, he and Kamau had lied to me, and this would also tie them to my ex- and local law enforcement and mean I was being conned. I immediately sent Kamau a text message from my cell phone asking him if Greg Slate was from here.

What followed was a series of text messages exchanged between Diop Kamau, Greg Slate, and me, some of which are posted here. [For others, please see the blog mentioned above.] I quickly noticed Kamau was being evasive and was trying to reassure me while at the same time trying to find out exactly what I had and had not figured out.

Because my children and I continued to see and hear so many signs that locals knew things going on within the privacy of our home and vehicles, we had long suspected we were under illegal surveillance. Now, with the sudden realization that Kamau had conned me and was probably conspiring against me with my ex-husband [I remembered a previous incident from 2/07, also documented in the other blog, that potentially linked them as well], I became extremely concerned about all the money Kamau had charged me for surveillance equipment I’d never actually seen and the ways Kamau had persuaded me to allow Slate and another associate I’d known only as “Paul” [probably Paul Merryweather] access to various areas of our house such as our attic, basement, and computer.

As documented here, I quickly insisted Kamau furnish me with a complete and detailed history of all equipment his company had installed on our property and the exact locations of this equipment. Kamau at first agreed to furnish me with this list but then began insisting I let Greg Slate come onto my property and into my house to give it to me rather than faxing or emailing the list as I’d asked. When I continued to refuse to allow Slate on my property, Slate waited until I had just gotten into the swimming pool with my kids that night [how did he know??] and then blatantly trespassed on my property to remove an unknown device from a decorative item on our front porch and repeatedly honked his horn afterward so we’d know what he’d done. Kamau at first denied Slate had done this, but when I texted information about Slate’s car proving the kids and I had seen him, Slate himself texted me back to brag about what he’d done.

Diop Kamau then admitted there was some sort of expensive, high-tech. surveillance equipment hidden inside our home, and he continued to insist that I allow Greg Slate inside to retrieve it. I refused, and I quickly phoned the FBI in San Antonio to tell them I had reason to believe we were under illegal surveillance by local police. I asked for a thorough sweep of our property, both over the phone and then in person by going down to their offices and meeting with an agent, but they repeatedly refused to do anything and insisted I needed to request the sweep from the director of the Texas Department of Public Safety, Col. Davis, instead. I did this also (repeatedly), but the only response I received from them was that they’d received my original request. I eventually furnished both the TX DPS and the FBI with extensive documentation of the illegal surveillance we had every reason to believe we were under plus documentation of possible ties between my ex-husband, Kamau, and others related to our case, and I made repeated requests for a thorough sweep of our property by high-level law enforcement (including the U.S. DOJ), but they all refused to even provide me with a simple yes-or-no answer. When the Texas Rangers eventually advised me to file a criminal complaint locally, I was asked to meet with Dep. James Segner at his office; when I did so, he forced me to step over and around what appeared to be a large amount of surveillance equipment he had all over his floor (and laughed at me as I did so) and then proceeded to prove to me beyond a shadow of a doubt that he’d had access to a private conversation I’d had with two of my children inside our house!

Important Note: As soon as I realized I’d been conned by Kamau, I began sending these text messages to my email address and printing them out, but because we’d suddenly begun having severe computer problems and also because I was in a hurry to get as many of them printed out as possible before they disappeared, I didn’t notice that they were printing out with the dates they’d been printed on them rather than the dates they’d been sent. As a result, I’ve had to use my memory to try and arrange them in order as best I can, and I freely admit that some are not in the correct order. However, I’m confident that what is posted here is as accurate a representation of what was sent when as possible and that even considered at random, these messages are incriminating.

Key: Initials in red indicate the sender of each text message. DK = Diop Kamau; M = me; GS = Greg Slate.

Check Connections

When I filed a criminal fraud complaint against Diop Kamau in Florida, where he was licensed as a private investigator, officials there asked me to obtain copies of the backs of my checks to Kamau so they could see who had endorsed them. When these arrived, I was told it was indeed Kamau's signature on the backs of the checks. However, I was surprised to discover that all of my checks had been converted to wire fund transfers without my knowledge (and some of my check numbers had been changed). Even more surprising were the bank stamps from Louisville, KY; Philadelphia, PA; and "JAX", which I assume is Jacksonville, FL. [Samples shown here.] It just so happens that my father has financial ties to both Louisville and Philadelphia. Diop Kamau lives in Talahassee, FL, which is on the other side of the state from Jacksonville--but my ex-husband and his family just happen to have a close business associate who lives near Jacksonville; this is the same business associate of theirs that the FBI asked me about in 2000.

Kamau Victims' Update

I have been contacted by additional persons victimized by Diop Kamau and the Police Complaint Center, and I have some important additional information for victims. If you filed an online complaint with iC3 before 2009, you will need to refile it. Note that this procedure (under "File A Complaint" at www.ic3.gov) is quick, easy, and secure, and you won't have to worry about retailiation after you do this. It is VERY IMPORTANT that at many people who've been victimized as possible file their complaints AS SOON AS POSSIBLE, even if it's been many years since your incident/contact took place.

Also, if you are interested in trying to get your money back, please go to the website of the Washington, D.C. district attorney's office and file a consumer complaint (mark/file it to the attention of Ms. Carter with this office). Important note: on the complaint form, there is a place where you have to check whether you give your permission for the OAG's office to contact Kamau and the PCC on your behalf; if you check "No" because you are afraid of retaliation, Ms. Carter says your complaint will simply go into a permanent database and they will not be able to pursue trying to get you a refund; if you check "Yes", they will contact the company about trying to get your money back, but based on the experiences of myself and other victims who've done this, you can expect serious retaliation such as having your personal info. posted online, being libled and slandered severely on Kamau's and other public websites, etc. Each victim will have to decide on their own whether this is worth it to them or not (sadly), at least until law enforcement finally acts to protect us.

We know there are A LOT of people who've been victimized, both because of various web postings and also because another victim I'm in contact with made an open records request to the FTC and received many, many pages of copies of formal fraud complaints filed over the years with the FTC. Some of the stories told in these complaints are heart-wrentching. Collectively they tell the stories of people from all over the U.S. who were first victimized by law enforcement in various ways and then were victimized again by Kamau and his associates. The stories of what happened with Kamau and the PCC are remarkably similar: people were conned into believing they needed to purchase various expensive goods and services based on PCC employees "professional expertise" (which was believable based on the facts that the PCC website was linked to other legit. law enforcement websites, advertised having done award-winning investigations for major t.v. networks, was staffed by law enforcement professionals and professors, etc.); they purchased these goods and services based on these recommendations; and they never received what they'd paid for. When they confronted Kamau and his associates, they were threatened, harassed, etc. For more info. on this (some of which is frankly scary), see the posting by Guest entitled "Fraud Alert" on the LEO Affairs website.

Heating Up In Texas

It's HOT here right now! Temperatures have been at or near triple digits and record highs every day for some time, with no rain or relief in sight. Most of our area remains under extreme drought conditions.

Two days ago, our central air conditioner went out. The technician I called from a neighboring town quickly diagnosed a coolant leak and said he'd be back the next morning when the coils thawed out to look for it. He also mentioned possible problems with the way the unit had been installed in our attic.

Yesterday morning he was back, and this time he showed me multiple leaks in the coils due to severe rust caused by the bottom of the unit's having been installed sitting down in the bottom of a drain pan that was filled with water. He said the unit never should have been installed like that and that I'd need to have the coils replaced, the unit raised up on blocks, and the drainage made functional again. Of course all of this is going to be expensive, and it's also a safety hazard because much of the electrical wiring is sitting in water.

The technician took photos to show his boss and co-workers what had been done. Later, I went up in the attic to take some photos of my own--and happened to notice that someone has removed the overflow pan from under our hot water heater! (It wasn't today's technician.) I also documented alterations to the duct work I'd noticed before, mainly the installation of a separate duct that leads straight from the blower to the vent directly above my bed. Our new set of coils is now on order and may take up to a week to arrive. Note: The J-shaped pipe at the base of the unit in the photos was part of the new repairs to make the drain functional that were done today.

Last night when I got the day's mail, I found an oversized advertising card sent to us by the company from here that had originally installed our a.c. unit; this card read, "Your Summer Comfort Depends on a Mechanical Massage." (This is the same company that tried repeatedly to get me to allow one of their employees into my house in the fall of 2007 at the same time that Diop Kamau, his associates, the local police, and a Verizon repairman were ALL frantically trying to force their way inside our home.)

Update, 2/2011: I just received the following letter from the man that originally installed the heat pump shown in the photographs here.

There are several important things you should know about this letter. The business owner who sent it never mentions his company by name, either by its name at the time of the installation (Schneider Refrigeration) or its name now (72 Degrees); even on the envelope this came in, there's no business name. Also, the brand he mentions here (Amana) is not the brand of equipment he normally sells, but it IS the brand he installed for me (because I told him I couldn't afford his usual brand and threatened to take my business elsewhere). This man's sister used to be my neighbor, and she was found shot to death under very suspicious circumstances. Her husband grew up with my ex-husband and is a life-long close associate of his.

It appears this businessman wants access to the inside of my house very badly all of a sudden. He also seems to want me to pay for repairs that he should be fixing for free and paying me damages for having done in the first place.

Victims of Kamau

Lately I've been hearing from other victims of Diop Kamau and his associates at the Police Complaint Center. These victims are located from one coast of the U.S. to the other!--and they all say they are very frightened of Kamau because of the threats, demands for more money, publishing of their private/personal information illegally on his website (including their SS#s), harassment, slander, and libel they experience when they confront him or file complaints against him.

Currently we're putting together a website where victims can go to register to receive updated information on where and how to file complaints and any legal or criminal action taken against him or just to correspond with each other over our experiences and compare notes at http://kamaudocs.blogspot.com. (I'm hearing stories from others that are remarkably similar to mine--it's been very interesting.) We know from the FL p.i. licensing bureau and the Better Business Bureau that there are LOTS of other victims out there, and we REALLY need to know who you are and what your experiences were so we can stop these people for good.

In the meantime, it is VERY important that you go to the iC3 (federal law enforcement) website and file a formal complaint against Kamau as soon as possible. This process is quick, easy, and private. After you complete the complaint process, you'll be given a code you can use to go back to your complaint anytime to edit it or add information. iC3 works with the FBI, and they can go after Kamau for federal wire fraud, but apparently they tend to give the most attention to cases with the greatest number of victims, so EVERY complaint is critically important.

Also, it is essential that you keep every piece of evidence or documentation that you have: emails, letters, receipts, mailing labels, etc. You should document any threats, harassment, etc. carefully in a diary or logbook, and you should be as accurate as possible about dates things happened, phone calls, what you were told versus what was actually done, etc. Finally, if you paid Kamau by check, it's very important that you try to obtain copies of these cancelled checks from your bank as soon as possible and that you make sure you get copies of the backs of the checks as well as the fronts. (These are needed to see who actually cashed your check, whether it was converted to a wire fund transfer as mine were, and whether there are stamps from additional banks and/or accounts on them.)

Some other places you can file complaints against Kamau and the PCC are the Washington, D.C. Attorney General's Office at http://occ.dc.gov/occ/site/default/asp, the Federal Trade Commission (FTC)'s website, or www.fraud.org. If Kamau had you purchase any services from CryptoHeaven in Canada, you should be aware that they placed an additional charge on my credit card without my knowledge or consent and refused to refund it even after I filed complaints against them. If Kamau sold you anything from Pre-Paid Legal Services, you should go to http://citizensforjustice.org/Pre_Paid_legal/index/html for information concerning an ongoing federal fraud investigation of this company, and you should also be aware that Kamau was (is?) working as a salesman on commission for Pre-Paid Legal Services.

We can work together to do something about what was done to us, and we can help prevent the same thing from happening to innocent others!

Update: We have now located victims in CA (Fresno and LA), TX, NJ, FL, IA, GA, WA, and more. If you are a victim, PLEASE help us by leaving a comment at kamaudocs@gmail.com containing the state you were victimized in, the starting and ending dates of your interactions with Kamau and/or the PCC, and the dollar value of your losses--we desperately need this information for law enforcement investigations.
